招标公告
1. 招标文件发放时间： * 年1月25日至 * 年2月10日（北京时间）。
Bidding Documents issuance time: January 25th, * to February 10th, * (Beijing Time).
2. 招标文件发放方式：通过中国交建供应链管理信息系统（http:/ *** ）以公开招标的方式发放。
The method of issuing the bidding documents: through the Supply Chain Management System of CCCC (http:/ *** ), it will be issued by public bidding.
3. 投标文件递交截止时间： * 年03月02日08:00（北京时间）。
Deadline for submission of bidding documents: 08:00 on March 2th, * (Beijing time).
4. 投标文件递交地点：
（1）按规定将电子版投标文件上传至中国交建供应链管理信息系统；
Place of submission of tender documents:
(1) Upload the electronic bidding documents to the CCCC Supply Chain Management Information System as required;

Bid opening location: CCCC Supply Chain Management Information System.
6. 开标时间：投标截止日当日在中国交建供应链管理信息系统（http:/ *** ）上开标，招标人有权推迟开标。
Bid opening time: Bids will be opened on the CCCC Supply Chain Management Information System (http:/ *** ) on the closing date of bidding, and the tenderer has the right to postpone the opening of the bids.
7. 投标人资质要求:
Qualification requirements for bidders:
Bidders should be legal persons registered in People’s Republic of China andany Third Countries, whose corporate purpose matches with the purpose of this Tender process, who are not involved in any conflict of interest under the terms established by the Tenderer, and that have experience, knowledge, and capacity to present the proposal and to celebrate and perform the contract.
投标人应是在中华人民共和国境内及第三国合法注册的法人，其公司经营业务与满足本次招标要求，在招标人制定的条款下不涉及任何利益冲突，并且有经验、知识和能力提交投 (略) 合同。
The Bidders shall be the manufacturer that meets all the requirements of technical specification and quality standard of products, stated in the tenderdocuments. Dealers are not acceptable for this Tender.
投标人应是满足 (略) 列产品技术规范和 (略) 有要求的制造商。本次招标不予考虑代理商，
The Bidder shall provide project experience information in the past five years which complies the requirement of: i) application cases of PDAP product in metro system (not less than five application cases), with certification issued by a railway operator or authority and the supporting documents for reference.
投标人应提供近5年内符合以下要求的项目业绩资料：i）其站台门产品在地铁系统中的应用案例不少于5个，且经过铁路运营商或权威机构认证，并有配套证明文件供参考。
Consortium bid is not acceptable for this Tender.
本次招标不接受联合体投标。
The Bidders shall not be involved in any Prohibited Practices, which include: (i) corrupt practices;(ii) fraudulent practices; (iii) coercive practices; (iv) collusive practices; (v) obstructive practices.

The Bidders shall not be in the penalty list of Multilateral Entity.
投标人不得出现在多边 (略) 罚名单中。
Should there be any Bidders fail to fulfilthe requirements stated hereinabove; the Tenderer may invalidate and disqualify their participation in this process.
如有任何投标人不符合上述要求，招标人可取消其参与该投标程序的资格。
8.*At this stage, the Tenderer will check whether the submitted documents meet the requirement of tender document. Tender will be rejected if the following situation is found:
8. 在此阶段，招标人将检查提交的文件是否符合招标文件的要求。如果发现以下情况，投标人将被否决：
(1) Bidding documents which are incomplete or not substantially responsive.

(2) The bidding document is NOT MARKED as per the instruction.

(3) There is no authorized digital signatory and company official stamp.

(4) The validity period of offer is not according to (or shorter than) the tender request.

(5) Any bidder who might have submitted TWO (2) different sets of tender documents in different content of offer and NOT clarifying which one is the MAIN tender content and which one is the ALTERNATIVE.
（5）任何投标人可能已经提交了两（2）套不同报价内容的不同投标文件，并且没有清楚说明主要报价和备选报价。
(6) Bidder who have quoted more than two different unit price to a specified similar product.
（6）投标人对指定的类似产品报价超过两个不同单价。
(7) The product and services quoted is NOT in substantial standard requested in the tender.
（7）报价的产品和服务不符合招标文件要求的实质性标准。
(8) The Bidder didn’t submit the Bid bond according to requirements of Tender document.
（8）投标人未按招标文件要求提交投标保证金或投标保证金不符合招标文件要求。
(9) The bidder submits the tender documents in an illegal way.
（9）投标人以非法方式提交投标文件。
9.投标保证金
投标人须向招标人提交80万元人民币或等价美元的投标保证金（美元汇率使用开具保函当天汇率）。投标保证金的有效期应为截标日期起 * 个日历日。在此期间，投标人不得撤回投标文件，否则招标人有权没收投标保证金。投标保证金采用银行保函形式，银行保函须由哥 (略) 开具，并符合招标人的保函格式要求，在截标日期前将原件提交给招标人。
Bidders are required to submit a bid bond of * , * RMB or equivalent US dollarsto the Tenderer for bid security（the exchange rate of USD shall be the rate of the date issuing the guarantee）. The validity of the bid bonds shall be * calendar days dated from bid closing date. During this period, the Bidder shall not withdraw the bidding documents, otherwise the Tenderer shall have the right to confiscate the bid bond. The bid bond format will beaccepted in the form of bank guarantee,drawn on a local Colombian bankacceptable to the Tenderer. The guarantee shall be delivered to the Tenderer before the bid closing date.

投标保证金待开标后，在招标文件规定的期限内退还投标人。未中标投标人的投标保证金退还时间为招标人与中标人签订合同后的15个工作日内。中标投标人的投标保证金退还时间为双方签订合同且招标方收到履约保函原件后15个工作日内。招标人退还投标人的投标保证金或履约保函均是无息的。
The bid bond shall be retued to the bidder within the time limit specified in the bidding documents after the bid opening. The bid bond of unsuccessful bidders will be refunded within 15 working days after the tender signs the contract with the winning bidder. The bid bond of the successful bidder will be refunded within 15 working days after both parties sign the contract and the tender receives the original performance guarantee. The bid bond or performance bond retued by the tender to the bidder is interest-free.
下列任一情况发生时，投标保证金将不予退还，同时，招标人将保留进一步索赔的权力：
The bid bond shall not be retued to the bidder when following cases occurs and the Tenderer keeps the right to claim:
出现下列情况时，招标人不会向投标人退还投标保证金，并保留索赔权：
(1) The Bidder withdraws or cancel the Bid viciously within the validity date;
（1）投标人在有效期内恶意撤回或取消投标；
(2) The successful Bidder did not supply the performance guaranty before the requested deadline;
（2）中标人未在要求的截止时间前提供履约保函；
(3) The successful Bidder did not sign the procurement contract with the Tenderer before the requested deadline.
（3）中标人未在要求的截止时间前与招标人签订采购合同；
(4) The successful Bidder subcontract the project to other company without the approval from the Tenderer.
（4）中标人未经招标人批准 (略) ；
(5) The successful Bidder did not perform the contract after signing (force majeure excluded)
（5）中标人在签署合 (略) 合同（不可抗力因素除外）；
(6) Other behaviors that against the Law of China, and the requirement of the Tender.
